Qualification Proof (Befaehigungsnachweis)
GewO §18-19
Verified: April 2026
Regulated trades require proof of professional competency. The good news: there are 4 different paths, and at least one of them will work for you. All exam fees are covered by the government since July 2023.
Path 1: Master Exam (Meisterpruefung)
Best for: Craft trades (Handwerke) — electricians, bakers, carpenters, etc.
- Comprehensive exam covering theory and practice
- Preparation courses at WIFI (6-12 months, part-time)
- Exam fees: €0 (government covers since 2023)
- Course fees: €500-2,500 (not covered, but optional)
- Includes the entrepreneur exam (Unternehmerprufung) since 2017
Path 2: Qualification Exam (Befaehigungspruefung)
Best for: Non-craft regulated trades — consulting, insurance, security, etc.
- Trade-specific exam (often modular)
- Some modules waived with relevant education (HTL, university)
- Exam fees: €0 (government covers)
- Alternative: relevant higher education + practical experience
Path 3: Individual Assessment (Individuelle Befaehigung, §19)
Best for: Experienced professionals without formal Austrian qualifications
No exam required!
This path proves competency through work experience and documentation alone.
- Based on extensive professional experience (typically 6+ years)
- Submit: detailed CV, work references, project portfolio, training certificates
- District authority assesses your overall competence
- Especially important for career changers and immigrants
- No exam fees, no course fees
Path 4: Qualified Manager (Gewerberechtlicher Geschaeftsfuehrer, §39)
Best for: Entrepreneurs who don't have the qualification themselves
- Hire someone who holds the required qualification
- The qualified manager must work at least half-time in your business
- Must be registered with social insurance (genuine employment)
- You as the owner don't need any qualification
- The manager is personally liable for professional standards
Warning
A fictitious arrangement (someone just lending their name) is illegal
and can result in loss of the trade license.

| Your Situation | Recommended Path |
